On behalf of the Energomost consortium, the memorandum was signed by the development director of the company Saken Muratov.

As S. Muratov noted, active work is currently underway to implement the project for the reconstruction of the Aksu sugar plant. In general, this project envisages to allocate 8 billion tenge this year, of which 2 billion tenge is the local budget funds channeled through SEC Zhetysu. It is planned to replace the main process equipment, repair buildings and facilities, purchase fuel, rehabilitate thermal power plants, recruit staff and train them.

- According to the plan, Aksu sugar plant is scheduled to start at the end of this year. And in late September - early October, acceptance will begin. In general, we want to process 80-100 thousand tons of sugar beet, - said S. Muratov.

As the regional akim Amandyk Batalov noted, the revival of the Aksu sugar plant is a historical moment. - We will make every effort to start the plant. We have all the possibilities. Only joint work can produce high results, - emphasized A. Batalov.

The deputy akim of the region Serikzhan Beskempirov told about the further main development objectives in the field of the sugar industry.

According to S. Beskempirov, this year it is planned to increase the area of ​​sugar beet crops to 9.0 thousand hectares, including Aksu in - 1600 hectares, Alakol - 500 hectares, Eskeldi - 1850 hectares, Karatal - 1100 hectares, Koksu - 1700 ha, Sarkand district - 1600 ha, Kapshagai - 568 ha, Taldykorgan - 82 ha. About 1.4 billion tenge were allocated from the regional budget to create new service and procurement centers and to purchase foreign-made sugar beet seeds. In the current year, service-procurement centers will be established in Alakol, Aksu districts and Kapshagay city, the center will be completed in Sarkand district. Currently, supply contracts for 96 units of agricultural machinery have been signed.

Further, the speaker noted that this year, the sugar beet growers for 1 ton of products delivered to the plant will receive 17,000 tenge, of which 8,000 tenge will be paid by the plant, 9,000 tenge - the agriculture department in the form of subsidies. In addition, the cost of purchasing mineral fertilizers will be subsidized up to 50%, herbicides up to 40, seeds up to 70% of their value regardless of the countries of producers, as well as up to 50% of the costs associated with the supply of irrigation water.

Galina Baymurzayeva, executive director of the Central Asian Sugar Corporation LLP, told about the further work of the Koksu sugar plant. It was noted that the processing of sugar beet at the plant is fully completed. In general, the plant received and processed 240 thousand tons of sweet root. As for payment for products, all financial transactions will be completed before March 10-15 of the current year, thus, the plant will fully fulfill all its obligations to farmers.

According to G. Baymurzaeva, this year the plant will produce the second stage of modernization in the amount of 1.5 million US dollars. The necessary equipment has already been purchased and will soon be delivered to the company. Also, a schedule has been drawn up for sugar beet intake to resolve the queuing issue.

Akim of the region Amandyk Batalov, thanking the representatives of the plant for the work done, said:

- Koksu sugar plant accepted and processed a very large volume of production. Of course, during the work there were current problems, but without difficulties there is no success. Most importantly, in the end, thanks to joint work, all issues were resolved promptly and efficiently. And we completed the task.

- The heads of farms also took part in the dialogue. They made proposals to improve future work, which concerned the revision of the contract between the plant and the peasants, providing support in the acquisition of additional equipment.

Akim of the region assured that all the necessary agricultural equipment will be purchased.

- This year we are creating 5 new service and procurement centers. 4 of them are beet. Make suggestions and issues will be resolved. In addition, irrigation networks will be restored soon and the Kyzylagash dam will be reconstructed. This in many ways will increase the yield and facilitate your work, - summed up A. Batalov.

In turn, the farmers assured that this year they will also try to get the planned harvest.

Thus, the head of the ‘Kylyshbek’ farm of Aksu district, Zhakan Kylyshbekov, noted that he was very pleased that the Almaty region had once again returned the glory of the country's beet-growing region.

- Last year, the average yield in our peasant farm was 400-600 centners per hectare. A great help for us was the service and procurement center. All appliances are new, modern, which helps a lot with work. This year we want to increase the area of ​​sugar beet sowing to 200 hectares. I think that this year, thanks to state support, the Aksu region will surprise everyone with its high yields. Moreover, the idle Aksu sugar plant will be launched for about 10 years. We are very happy about this. This is a big and important event, - noted J. Kylyshbekov.

The regional akim Amandyk Batalov made a closing speech:

- Today, taking this opportunity, I want to say thanks to all the farmers, heads of farms, founders of the Koksu sugar plant and new investors - the Energomost consortium. Thanks to all of you, work on the development of the sugar industry has been completed. Now our main task is to restore and launch the Aksu sugar plant. The first kilogram of sugar with the words “Made in Aksu Sugar Mill” will be our big victory. I am sure that by working at the same pace, we will fulfill the instructions of the Head of State to provide the population with own sugar and a decrease in the share of imports,” noted A. Batalov.

Also S. Beskempirov and the regional department of agriculture the head of the region instructed to continue to jointly solve all the issues that arise, to be a link between the plants and farmers. It should be noted that during the meeting, according to the established tradition, akims of beet-growing districts and cities of the region signed down a plan of areas for sowing sugar beet for the current year.
